The Four Beasts are Four Kings with a single Kingdom

The four great beasts of Daniel chapters 7 and 8 are four kings with a single kingdom (Dan.7:17, 23, Dan.8:23 below).

Dan.7:17 These great beasts, which are FOUR, are four KINGS (Dan.8:22 below), which shall arise OUT OF THE EARTH (Re.9:1-2).

DAN.7:23 Thus he said, The FOURTH BEAST shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall DEVOUR the WHOLE EARTH (Dan.7:7, Re.13:7), and shall TREAD IT DOWN, and BREAK IT IN PIECES (Dan.7:19).

Dan. 8:23 And IN THE LATTER TIME OF THEIR (plural) KINGDOM (singular), WHEN THE TRANSGRESSORS (the four horns/kings - Dan.7:3, Dan.7:17) ARE COME TO THE FULL, A KING (the little horn - Dan.7:8, false prophet - Dan.11:36-37, 2 Thess.2:4) of fierce countenance, and understanding dark sentences, shall stand up (Re.13:11).
