Neither one of the beasts of Revelation 13 are referred to as the anti-Christ.
The beasts of Revelation 13 are referred to as beasts/kings, and in the case of the beast of Revelation 13:11 he is also seen as the false prophet and the scarlet colored beast.
ALL who deny that Jesus is the Christ, who deny the Father and the Son is anti-Christ. (1 Jn.2:18, 1 Jn.2:22, 1 Jn.4:3, 2 Jn.1:7).
